Who We Are
Provider Services Fund (PSF) is a non-profit organization whose mission is to achieve solutions that will make child care more sustainable throughout Oregon. At PSF, we care deeply for our child care providers and understand the challenges they are faced with every day. To help run sustainable, high quality programs, we are utilizing our board and staff members who have direct experience educating young children and running successful child care programs or representing and advocating for the needs of child care providers.
The Provider Services Fund is guided by a dedicated Board of Trustees committed to strengthening the child care field in Oregon. Our Board brings together expertise from labor, early childhood education, and grassroots caregiving to ensure that our work remains rooted in community and equity.

Joe serves as the Executive Director of Oregon AFSCME and brings decades of experience in labor organizing, policy, and nonprofit leadership. As the Board Chair, Joe provides strategic oversight and ensures PSF remains aligned with its mission to empower child care providers across Oregon. -

Nuhamin Eiden
Board Member
Nuhamin is the Co-Deputy Director and an advocate with deep experience in advancing racial justice, immigrant and refugee rights, and cross-cultural organizing. As Co-Deputy Director at Unite Oregon, she has guided statewide strategies to build equity and empower marginalized communities. Her leadership brings an intersectional perspective to PSF’s Board, ensuring that the voices of immigrants, refugees, and queer communities are represented in the effort to strengthen Oregon’s child care field.
